Lucio Tomar has 30 previous charges for open and gross lewdness and lascivious behavior charges dating back to 2006, and he now faces a potential 18th, the Suffolk County District Attorney said. He was given a $2,500 bail and ordered to return to court on Nov. 10.
The woman told police that just before 11:30 a.m. on Oct. 6, she was waiting for an Uber on Clayton Street in Dorchester when a BMW pulled up in front of her, the prosecutor said. A driver, who she later identified as Tomar, was allegedly in his vehicle masturbating and looking at her, authorities added.
The victim grabbed a hammer and smashed it in the top-front corner of the passenger side of the BMW's windshield. She told police she was "disgusted and mad" and afraid for herself and any young children who may live in that area, the prosecutor said.
A few days later, police received another call about a man in a BMW "pleasuring himself" in front of people at Crescent Avenue. Officers stopped a BMW with dealer plates and a smashed windshield on the top passenger side and Tomar behind the steering wheel wearing the clothes witnesses described, the prosecutor said.
Tomas has been charged with lewd and lascivious behavior 30 times since 2006, and he served time in prison for two of those cases, the prosecutor said. He's been convicted of crimes 17 times, ranging from larceny, assault and battery with a dangerous weapon, malicious destruction of property, threats, disorderly conduct, and failure to register as a sex offender, the Suffolk DA said.
